Annual reports and archival transfer are explicit legal duties. The resulting record is durable and valuable, but the public still cannot measure complete government-wide implementation.

What the law adds
The collection creates preservation, stable , release-status , access procedures, and a home for redacted, unredacted, and postponed copies. These are concrete transparency gains independent of what any UAP ultimately was.
What the public still cannot count
The live archive names agencies that have transferred records. It does not provide one denominator covering agencies reviewed, responsive records identified, release categories, pending transfers, and postponement totals. Absence from the current list is therefore a question, not automatic proof of violation.

- How many responsive records remain with agencies or await online publication?
